If you think about it, he got no time at all to reconnect with his only remaining friend.
After Winter Soldier, he's on the run, until he gets caught, the fighting happens and Steve takes him to Wakanda.
Gets frozen again, then deprogrammed. Steve fucks off to fight terrorists or some shit with the Secret Avengers*.
When Steve finally comes back to Wakanda, it's for the Thanos invasion. He gets dusted, then blipped back for the final battle.
Then, in a matter of days, Steve leaves to live in another timeline with alt-Peggy. Then he comes back old to give Sam the shield, then probably leaves back to his new timeline.
Now, clearly they had a big talk before Steve left, because of the way they said goodbye. Bucky clearly knew. Hell, he probably encouraged him to go for Peggy, and to give Sam the shield.
But it's still sad, they got to share pretty much nothing beyond a the flights to Siberia and then to Wakanda.
*I wish they'd showed some of that beyond the tie-in comics, hopefully some of it makes it into Black Widow.
