It's not really closure aside from the most most basic level for Tulip, because the others in their superficiality have potential for cameos elsewhere like the Apex possibly being less barbaric raiders, but still being mildly cruel to survive, supposing we see them again. If I was optimistic I'd hope for Grace to immediately start repeating her mistakes, but instead with a nanny state that protects passengers so much they can still never leave the train, or some new way to twist her cult leader fuckup nature to show she's still got a long ways to go, but that's not gonna happen so I'll stop that thinking there. The point is for the characters we are presented with, a slapdash action-drama is more suited to the journeys in Books 2 and 3. They close on a more satisfying meta level, even if the potential in the future is cut. Seeing how Lake avoids getting snapped up by the CIA, or an aforementioned new Cult Leader Grace angle would be fun, but Book 2 still has an ending suited to its story. Grace gets off a too clean for my tastes in Book 3, but I don't hate it because of that, I just see the Tragedy of Simon instead of the Ballad of Grace.
