Wanda and Pietro started out as mutants with no last names from the Balkans. Magneto saved them from a mob, and they felt indebted.
After Magneto was suddenly kidnapped by an alien he tried to recruit to the brotherhood, the twins left. Eventually they joined the Avengers, but they always wondered about their true origins. Enough to be tricked by Doom, who catfishes them as their long lost aunt who wants to meet them in Latveria.
They first discover Mount Wundagore in Transia. Then the connection to Whizzer and Miss America was introduced because the powers kinda fit. For a short while, Wanda and Pietro had the surname of Frank. But it was met with a lukewarm response. Almost immediately after, the Maximoffs were introduced as the adoptive parents that raised them, and Django’s shamanism was an attempt to re-explain their powers as other than a mutant x gene. Romani means magic to the ignorant American, and had no idea most of them are brown except if they assimilate into the local nation. Only, now people are aware of that, and it’s making another flashpoint in the culture war. I’ll leave it at that.
It didn’t help that Neal Adams kept drawing Magneto to look like an older Pietro. Magneto was also a more popular character than the Franks, after Claremont gave him the anti-hero make-over. Enough writers and fans took a liking to the theory that they were related that it was made canon. It was canon until 2015. Fox and Marvel had a show down over Quicksilver, and Marvel blinked before finally just buying Fox out. Meanwhile, Marvel retconned the Maximoffs to be products of High Evolutionary experimentation, before immediately retconning that Wanda inherited the Scarlet Witch title, with no explanation for how Pietro is a speedster.
So just like the show as it stands.
