They're highly kinetic and more abstract than Azuma's grounded designs that aim to portray closer to the actual dimensions of real school girls.
I feel if Azumanga Daioh! was done with these designs the tempo would feel terribly off because the designs scream for movement and extreme cartoon action.

But Osaka is not a capital city, it is the traditional commercial center of the Southwest which is culturally and linguistically rather distinct from the Kanto area, where Azumanga is set. Therefor, being from Tokyo is unremarkable as that's everyone. To mirror her situation as the one from another part of Japan along the banana that is Honshu, she'd have to be from the Northeast, the largely rural and under developed Tohoku region. Maybe even Hokkaido.
So maybe they'd call her Miyagi or Sapporo. And she'd probably be associated with coal mining, melon farming or the like.
