She's stern, strict, domineering... when that's her job. When she's off the clock she's a layabout with fantasies of being a punk rocker. I'd call her lazy but that's not true because her down time is her down time. That being said, when she is off the clock she acts like a put-upon slouch who just wants a little companionship. But she puts the stern mask back on as the need arises. Also, because that is clearly an act she puts on, it often breaks down when she is overly stressed.
I suspect, I really do, that it is this dichotomy in her character that causes people to latch onto her.
The other cartoon redheads I can think of are mush more one-dimensional. Typically being an overt caricature of one sort of another.
Also, because Frankie has distinct personalities, a dominant one and a placid one, you're allowed to imagine her playing it up, sensually. She can be a strict house marm for real... or she can pretend to be one in the bedroom really easily because that's what she does all day anyway.
