While Hank has a lot of common sense, he isn't that smart. In Trans-Fascism, he knew the principles against the transfat ban but he didn't actually knew what are transfats. The moral of that episode is a little more confusing for most people but it is basically Hank felt guilty about breaking the law because it stop being about fighting an unjust law and turned into exploiting a black market.
