There were a lot of good things they could've done with her. Maybe she sees a news article about a former kid actor losing a "I didn't get what I was promised" lawsuit against some producer that she remembered being an asshole, and sets off to get revenge for the dude. Maybe the Gotham equivalent of Fox makes a "based on a true story" movie that's blatantly about her, and deeply humiliating, but since it's just "based" on her story she gets all of the shame with none of the money... and decides to get revenge.
Maybe she invested everything she had in that hotel, and it turns out that she'd been sold a lemon, and the inspector that assured her the place was in excellent condition was friends with the realtor and owner, so she goes on a rampage.
Maybe pull a page from Moonlighting and have it turn out her accountant simply embezzled every last dime in her savings, so she goes off to clean his clock, initially alone but with Batman stepping in at some point and going "we'll do it... my way."
Basically it's a shame that they didn't do more with her, because she was a compelling villain with easy story hooks.
