Get him to write a six-issue mini with art by someone really good and covers by Alex Ross. Sell it as a big prestige story and advertise the shit out of it.
If they want Carol to be one of their biggest and most important characters, they need to actually treat her like it and invest money and effort. You can't just throw her into crossover events and make a bunch of variant covers and call it a day with wageslaves working on the actual books. Make something you'll still be selling ten years from now.
