The Legate should be furious, even if he doesn't attack the courier it should be clear that he's trying his damnedest not to lunge at him for pointing out what a fool he's been for trusting the legions logistical ability, and it should take a lot more convincing than just a, in reality rather faulty, observation.
I understand that the game was rushed so they did the best they could, but one conversation and one good point wouldn't have been the turning point that stopped him, as other Anons said; a few bits of dialogue sprinkling doubt on him earlier in the game would work wonders, in the end it should seem like it was his idea.
