Not at first. They'll lack proper role models and won't have a strong grasp on how to properly discipline a child. They'll be mortified of being too much like Shadow Weaver and won't be able to really put their foot down as a result.
The child will grow up in a good environment surrounded by friends and an extended support network, so their childhood won't be BAD. They just won't get along well with their parents.
Though ironically, this would likely change as the child got older, and became an angsty teenager resentful of their moms. As odd as it sounds, it would be at this point Adora and Catra would finally really be able to connect with their kid. They'd have problems that they understand through experience and know how to relate to. They're not great disciplinarians but they're an excellent listener for an angry kid that's got grievances to air. The kind of parents that a child comes to appreciate more as they grow up: no, they weren't great caretakers, but they tried their best and they treat you with respect and as a peer when you really need someone that takes you seriously.
