If you have the power to move suns, your scales is so fucking big that there is no "insurgency" or "empire". With that kind of technology everybody has the power to kill everybody around them. Some guy pissed you off in an online game? You blow him up and ten billion other people too, for good measure. At this point everybody who's ever had an inclination toward violence (which is all of humanity right now, but eventually evolution or genetic engineering will fix that) would have already gotten themselves and any trace of their DNA killed.
The scale in Star Trek and Star Wars is too small. When you're at the point you're warping spacetime, there isn't just one "Death Star". Every little kid has a Death Star in their pocket. And if that little kid is uses it for violence, you better believe that kid and everyone around him will be dead in seconds.
It's "an armed society is a polite society" taken to its extreme. Nobody can use violence on anybody else because that's mutually assured destruction. So everybody who's inclined to violence is already dead, and people live far far far far apart from each other and only interact in the politest way possible.
