Yeah, I never really noticed it, but you're right.
Going off of what >>119373396 said, I see it as more lazy than cost-cutting. It's like a cheap compromise between wanting a "crazy/whacky" character with large, expressive eyes and messy, unruly hair. As if the creator couldn't decide between whether to scale back the hair or obscure part of a character's face so they just... don't.

It's influence from anime that used it as a cost cutting measure in cel animation.

It's easier to draw all the facial features before the hair to keep things on model. They would draw the hair after and not erase what was under because that would be more expensive.

Of course, in modern Toon Boom animation this isn't an issue, so its kept for stylistic reasons. Anime took off in Mexico and Latin America, way before it did in the US, and a lot of commercial artists use influences from the style.
