Kat tried using the arrow to see what it'd do. It figures it'd have something to do with ownership contracts of a sort. Diego owned the arrow, through technoether magical science (ain't gotta explain shit with magic science) he used it to pin down the sexy forest green guy and also Jennie's ghost.
Kat was just fucking around with dark ownership contracts she didn't even know about. This comic just wipes it all under the rug but I suspect it'll come up again. What's definitely clear is that you can't own the robots once they become alive in any way, they are officially free people. But also they are considered alive by ethereal affairs. Which is the huger implication to me. I mean it does go along with the theory that the robots start seeing her as a god and can potentially have an effect on the ether to make her one. But we won't know that for sure till a robot, fully sentient and alive and free, dies. Figure the psychopomps may show up, Annie is pissed thinking they're calling on her to do the job she promised, but instead they look at Kat like "look you gotta carry this no-longer-robot soul into the ether, it's your responsibility now" and annie will be pissed because the fate she wanted to avoid for herself is now the fate of her bff.
Also when more robots become alive the court may not see them as alive but the ether law does so fuck em.
