If you think the Hulk is about power you must look deeper.
It is about anger, primate rage, losing control, antisocial behavior which lends power, power to destroy - but is good for nothing else. Everybody has a Hulk in them, but the price for unleashing it is everything else.
It's not even asserting dominance, like a gorilla might. This is abandon - no longer caring about the outcome.
And, of course, irony; the one who held such power, such monstrous, brutish destruction, was the smallish nerd-type who despised expressions of anger. All the same, that little nerd did create a weapon capable of annihilating a city.
There are insanely many angles to the story of the Hulk, and it seems you have seen none of them.
