Then there is the religious aspect to consider. Before the series, the Avatar had been gone for a century. He's back now. So everyone in that army is going to ask themselves:
- Do they support the royal family ?
If so, they side with Zuko and the Avatar
- Do they support their nations religion ?
If so, then they side with the returned Avatar and Zuko.
- Do they support Might Makes Right ?
Then they side with the most powerful person around. Which is the Avatar.
The first step any competent general would do if they were thinking about a coup is figure out how many of their soldiers would support it. Because it won't be unanimous.
