It's a thing to "protect" kids. Kids videos can't be put in playlists and they can't have comment sections. Youtube uses a system to automatically determine if a video is "for kids" and removes comments. This system is flawed as most adult cartoons that aren't South Park or The Simpsons gets flagged as for kids

There's actually hundreds of channels doing it, so it's hard to pinpoint what channel is doing this.
But you can find them by looking up like "Mickey Mouse English" and sorting by "Upload Date"

You know it's pretty hilarious that the whole purpose of COPPA was to not advertise to kids. Yet I get ADs all the time on "child friendly" content. No I don't use ad block nor do I care. I actually enjoy commericals.

Not only that, there's no way to flag a video for not being child friendly but not offensive or harmful either. Ebichu, an anime that features sex jokes, abuse and dirty language is considered "child friendly" because the main character is a hamster.
