Speaking as a JP fan -
Aside from Disney's cancer of making movies with a Marvel mindset and having that mentality seep into other studios and projects, the problem comes down to one dinosaur, and it's been the bane of JP for a while.
Remember how Disney wanted to make a movie with dinosaurs but didn't want to use the T-Rex because JP made it too popular so they opted for Carnotaurus instead? That's around the time when JPIII got put into development hell with it's script. Mostly for other reasons, but, I think in the original draft, they wanted to make the Carnotaurus the looming threat of the movie instead of Spino, wanting to go with the chameleon Carnos like from the novel. JPIII had to be written on the fly from that point.
JPIII ends up putting the franchise into a coma for 14 years until JW. They end up giving Carno's ability to the I-Rex and blowing their load too early.
This next part is speculation, but I wouldn't put it past them to sabotage themselves just to spite Disney -
When Fallen Kingdom was coming around and showcasing that they would FINALLY include Carno in the movies, which many fans had been eagerly awaiting since The Lost World's novel, people got excited. Not that it was advertised as such, but anybody that went expecting to see cool chameleon Carnos were instead met with a ruination of Chricton's concept for the animal - the one fans liked - and instead saw them turned into little punching bags for the Rex not once (which we'd already been spoiled to because of the trailers) but twice in the same movie. That felt deliberate, almost like they were trying to say something, but I didn't quite get what it was until I went back and rediscovered that little bit of drama.
But in spiting Disney, they also cut the nose off their own face to do it, sacrificing one of the more unique animals in the franchise.
