Cobra's ranks are drawn from former student radicals and rural militias, they'll take anyone who wants to overthrow the system, and offer hope, power, weapons and a uniform to all the world's disgruntled and disenfranchised.
In the cartoon, Cobra literally just want to rule the world, there's no deeper ideology to it. In the comics they're as much about wealthy and political power as outright conquest, with more emphasis about exploiting people's greed and amorality for their own gain.
