So Sonic was permanently on the outskirts of the plot, literally spending most episodes napping in meadows and sniffing flowers and never doing anything until called on by the other characters in the last 2 minutes of each story. That's why Chris was added, because the Japanese Sonic has no charisma and cannot interact with the cast and motivate the plot "because cool people must stand alone and apart from the group, that's what makes them COOL (by Japanese standards)."
And even saying all that, Sonic X was a massive flop in Japan but wound up being a humongous success in the West. The third season was commissioned by 4Kids for US audiences and it was only dubbed after the fact in Japanese and only aired on some obscure Japanese on demand service that nobody used. So even when the Japanese try to make Sonic media that reflects Japanese sensibilities for the characters, they hate it. Westerners eat Sonic shit up regardless of the cultural sensibilities, however.
