I work in games so using an analogy, having experience working on games is obviously a huge plus working in admin, you get a much firmer grip on what is and isn't possible (if you don't have this you can get a shitshow like 38 studios and Kingdoms of amalur), but it's not entirely essential, a good administrator doesn't need a perfect understanding of something like 3d modelling or sound programming in order to direct the teams of people who do, and i can assume the same applies to making cartoons and traditional animation, a project's lead is to ensure that a project is finished within deadline, and their ability to do so is reliant on them properly directing and making sure their teams are able to finish their work, it's not getting into the weeds, if you hire somebody to run a show based soley on their good work animating, you run the risk of getting someone who's terrible at the reality of project managment, there's tons of great 3d animators and programmers i know who would be absolutely terrible at it, because most people incredibly good at their craft naturally gravitate towards doing their craft instead of helping others do it.
Being a great artist and being a great project leads are both different skills, i think a great project lead does need some understanding of whatever form they're working in, but to say they need to be great? I wouldn't agree.
