Petty crime doesn't end in a deadly shooting if the criminal doesn't make it one, and honestly, if there's a choice between "cop shoots criminal" and "criminals are de facto given carte blanch to run from arrest with no consequence", cops routinely shooting criminals is the far better outcome.

Often more ineffective than lethal weapons, or have some major drawback that puts the officer's life in danger. Tasers in particular can miss just like guns, and even then, they don't consistently neutralize threats.
