Basically it comes on three things, Pacing, story and and characters.
Naomi tries to be this epic story with alternate earths, secret aliens living among us and a mystery about the identity of the tittle character, and fails in every single aspect of it.
First the pacing is atrocious, the story has 6 issues for a story that could have been told in 2, much of the story is about these aliens living in the town but its all incidental they could be normal peoople and the story would have been happen the same way, this goes for various issues until Naomi stumbles into the answers to her questions completely detached from anything she did the previous 5 parts of the volume.
Same with the characters and writing, first the story makes you believe is going to be a mystery to solve, yet Naomi does little to investigate her past, she just kind of find a dude who was acting suspicious and then their parents just tell her the story when they find her talking to the guy, so there is no mystery just some dragged exposition about his adoptive dad and the biker dude being aliens which doesn't tie to her questions at all.
So the mystery is a waste of time and everything feels like padding, but what about the protagonist? well she really doesn't have a personality outside of being inquisitive about the suspicious people in her town, more time is used to tell the story about her family and neighbors and the world she came from that to flesh out her character, the comic tells you she is special because she has powers but thats it there is nothing to care about this character personality wise.
Primer on the other hand is a much simpler story, being a kid's book and all, but the story is tight, the adoptive parents tie to her origin story, you get too see Ashley's personality, flaws and quirks and the plots moves through the characters actions instead of them padding the story until plot happens.
