Either way, the redness of it is because the blue side of the spectrum (where UV light is) has been filtered out pretty strongly. You can see this with sunset and sunrise, where the light has to travel through more atmosphere to reach you, due to it being more horizontal to your position.
In other words, There's probably not much UV light coming from that sun, so there shouldn't be tanlines either. Melanin protects against UV light, so that's why it develops when you spend more time in the sun. For that matter, darker skin needs more time in the sun for the same amount of vitamin D. In a low UV light situation, it would be detrimental to have a tan.
