Thirdly, even if that was the plan, it doesn't jibe with everything we see before. You are right that Azula might not have been hard hearted from the day she was born, but practically every moment of her in the series is her being as evil as they come.
Even Iroh, one of the most empathetic and wisest people in the series, actively writes off Zuko attempting to reconcile with her because she's too unhinged. "She's crazy and she needs to go down."
Also, while it's clear why Ozai might have spent more time with Azula, Ursa's sole motivation for having a rougher relationship with Azula is how she acts. Ursa does not have some sort of daughter complex. She doesn't get on with Azula because Azula is spiteful and manipulative.
Also, Zuko resents Azula but his actions are always reactive. Azula mocks him for training with his dagger, he lashes out about putting an apple on her head, for instance. Arguing that Zuko is equally responsible doesn't fit what we see in the show at all.
