Honestly, I have no idea how they could possibly call Sonic as the winner. Wally has every advantage. I have to make this 2 comments.

What's Sonic got again? Oh yeah, Super Genesis Wave scaling, right? Except he shouldn't scale, cause he explicitly needed Mega Man's help to stop the whole thing. In order to tap into that level of power, he also has to go Super Sonic mode (which has a time limit) and stay still for an extended period of time. Which leads us to...

Even taking a feat massively above most of his showings from a fucking letters column joke, and stacking on two 1000x multipliers, Sonic can't even match a DC character who isn't on the top speedsters list. Wally is already above Sonic, and that's not counting that Wally can increase his speed using the Speedforce, J. Quick's formula, speed stealing, etc.
What about "moving in a -second" feats then? Sonic has that 100 attosecond feat. To be generous, lets call it a 1 attosecond feat and slap those two 1000x multipliers on there. That gives us a reaction time of 1 yoctosecond. What's Wally packing?
Flash #138: "In a fraction of a second so infinitesimal no word exists to describe it, I'm leaving the recognized space-time continuum." In other words, a Planck time. A yoctosecond is 10^-24, and a Plank time is 10-^44. That's much faster.
Oh, but some people will say Sonic is infinitely fast. Cuz, he was too fast for time stop to affect. Wally has done the exact same thing, so, if you want to say "Archie Sonic is infinite!" the same can be said about Wally.
