If they really want to make Kuvira seem at least a bit power hungry, make Wu seem like a rather reasonable fellow
For example: he openly voices that he wants to switch to a more constitutional monarchy, and provide amnesty to the bandits captured, in order to make the transition easier
Make it clear that Wu has a vision, don't make him a faggot who only cares for material luxury, the guy spent almost four years in exile, at the very least he would have learned something in that time
Kuvira, however, spent those four years getting every freeloader (in her eyes) back to heel, and is definitely not keen on letting bandits of the hook. Thus she sees these changes as insults, and fears that allowing more freedom again will lead to those same problems breaking out.
