I think one of the creators came out and said something like Glimmer is the opposite of Catra, where Catra is a soft, vulnerable person with a hard, mean exterior, and Glimmer is a hard, vicious person with a soft glittery exterior. If she didn't grow up with Bow to fuck the angry out of her, she would have turned Hitler at some point.
