The purges in hell hint that we're dealing with the Old Testament/Torah God who's more about blind obedience and faith in his will. OT God doesn't forgive & forget as easily as the New Testament/Jesus Christ interpretation of God. Its not impossible to get back into his grace but you have have to be a militant zealot, martyr, or literal lemming for his will. OT God wouldn't just take the sinner into heaven, he'd give them a chance yes but only if they did something for him like Kill Charlie in front of Lucifer or join in the purge against the sinners like a psuedo-angel. Effectively it then becomes a mad dash of God playing hell against itself on who can kill the most sinners in his name to achieve a spot in Heaven.
This plays into OT God's punishment of Lucifer & Lilith. God sent Lucifer to wander Earth & later Hell to teach him a twisted sense of humility while monkey's pawing his ambition. Lucifer now has a realm he controls just like he wanted with Heaven but now has to deal with with a counter-insurgency culling his ranks like he did during his War on Heaven. Lilith wanted to be equal to Adam and rebelled against God when he would give into her demands, now roaming Earth & Hell as a demon marked by rebelling against his will and not putting herself second to a man.
Now Charlie, their misfit child will possibly "redeem" Hell by rebelling/subverting her parents in the same way they tried to subvert God. Charlie is bending the knee to God, following his will to the letter, and having others follow suit, even putting a man (though effeminate) like Angel Dust on a pedestal over herself. God rubs in in that Lucifer & Lilith's daughter is possibly worth redemption as a Martyr as she dies for the sins of her father & mother while Angel Dust/[Insert Redeemed Sinner] is the one to crucify/spear her unless Lucifer & Lilith take her place and submit to God's will.
