They'd already had plans to UP THE JANNA CONTENT before some of Janna's first-season episodes had even aired. It was the crew liking her so much that bumped her up to a secondary character rather than fan reaction.

I mean, it amounts to essentially the same thing in either case but I guess I just wanted to put that out there.

No. Nefcy was very loyal to Janna from the start. Twitter pol was just to make fandom think their voice matters. The truth is that fandom is an NPCs who love or hate certain characters because Nefcy tricked them to do so. Jackie wouldn't have any more relevance even if she won the pol.
