Most of the characters you list never had their own ongoing solo book, which meant Marvel never even considered them to become their lead heroine.
Of Marvel's heroines who'd had solo books that lasted more than a year or two, Sony had the rights to Spider-Woman and Spider-Girl, Fox had the rights to Dazzler, so She-Hulk and Carol were their options, and Mar-Vell having been dead for decades made it a lot easier to play down Carol being a female spin-off of a male character, in a way that's impossible for She-Hulk.
A new character wouldn't have the history that "Marvel's Wonder Woman" would need to have, although for Carol they're still pretending that she's always had the importance they tell us she now has, and want you to forget that she spent over 15 years in limbo, then another 15 years as a cheesecake character.
