These kind of jokes are inherently flawed because they require you to agree with the message. If you don't your mind goes into arguing mode and you can't appreciate it.
Many forms of humor rely on a revelation that your brain feels like it should have seen coming, regardless if it actually could or not.
If you share the opinion that cyclists are awful then the revelation of showing a cyclist fits this pattern. You 'know' cyclists are bad so when that's the answer and you didn't predict it it triggers a laugh response.
