Another thing is the vague “Fusions live on within their components” so a Fusion lives as long as her parts do. So other Gems may have layers, just not storage ones.
Steven further complicates this: his Gem half calls Pink “gone” but Sugar refuted the idea that Pink is “dead”, and not only did Rainbow Quartz remember her past self as Pink Diamond but Gem Steven took on Pink’s two forms before becoming himself. Plus Steven has a lot of her memories, including something that is not a memory which guided him to ask Pearl who “killed Pink”. Its possible that the way Pink made room for Steven to exist within her is to seal herself away in one of the layers, and that she is “gone” the same way that the Pearl who is suffering from emotional traumas are not in charge of Pearl’s actions.

We know there are a lot of devices like the Nephrite ships that are powered by gems, who may in fact be prisoners. Plus, Frybo and the “armors od the fallen” were animated by shards like the Cluster by the Crystal Gems.
