Iroh based the move off of waterbending techniques. Zuko couldn't do lightningbend because of inner turmoil, but grasped lightning redirection after being introduced to the dancing dragons style of firebending.
Azula uses the rage-based firebending style which is antithetical to the principles that waterbending is based off of. On top of that this is post Sozin's comet where she's beyond unhinged.
