There is, indeed, written confirmation that Cobar and Rotor are a couple. This has been very subtly and very sightly nodded a few times during the M25YL arc, and one more once at 157#, and by Penders's words, more of their relationship (as well Rotor's homosexuality) would unfold had he never resigned at his own. Cobar wouldn't remain as just a supposedly "token gay", and would have received more insight for his extremely barebones personality (I doubt that, though).
Despite the comics themselves still determinate factually that they had a relationship, the way the details were laid down and opted for his overly-subtle expression weren't great at all at nailing up the information for the majority of the readers, and that's the gist of the whole complex problem, the reason no one really knew before: Thanks to the really underwhelming execution on the issues, it's not surprising to see the same majority to accuse Penders of being a disingenuous and dishonest, for his real intentions of merely attaining attention.
This is one of the few exceptional situations where you could (I would, at least) definitely agree with both sides (that, or maybe it's just I'm a centrist by heart): There's true confirmation that Rotor is gay, and has sealed love for Cobar, who in turn could be argued to be really just a "token gay" by the concept, but because the information that was intended to give that away was badly-built with too much vagueness, it would lead to the long-term consequence of many readers and their mothers to raise their eyebrow upon hearing the Penders's documentation of his plans for Rotor in general, which I can't fault them.
