Likewise, the idea that pride, bravado and chauvinism are a mere mask for insecurity is a subject often promulgated in pop culture, and the villain having a secret pet peeve, a dirty secret or a hidden identity is an effective way of hinting at the source of his villainy.

Rats were characterized as ugly, dim witted, easily angered and just generally uncultured. They were everything that Ratigan despised. Thus, he sought to escape his nature through outright denial of it. This is despite how, in his attempts to prove himself better than a common rat, he only exemplifies the worst qualities of them.
Of course, this fails, as in the finale, Ratigan runs out of clever plans or practiced class, and resorts to his nature as a brutish thug, shedding his fine suit and cape to better embrace who he really is; who he's always denied being. An uncultured rat.

Black people call it being Bougie. Basically he's ashamed of where he comes from, so ashamed in fact that he surrounds himself in riches, climbs ever higher through any social ladder he can reach, shuns any mention of his past or perceived nature and anything that shatters this illusion of wealth and taste is met with violence.

He has to be better than everyone because he hates himself so much. He believes every stereotype about rats to the point where being a rat is a curse to him, a crime by association.
