If you're really dead set on believing that Justice League wasn't his baby, then he had three years to listen to what the fans liked/didn't like. He made Batman v Superman: Dawn of Justice. It was terrible. It's genuinely a bad film.

Sonic was a movie that reportedly cost $85m, had a number of household name if not huge stars who probably took up a lot of the budget, and had as you acknowledge significant reworking. If that reworking was 25% of the original budget and 85m represents full production spend, then the original budget was $68m. How much do you think they spent on CGI? How much do you think they spent redoing all of that CGI? Because if it's above 25% of the original budget - and it could well be - then that's simply unrealistic for the $300m monstrosity that was Justice League going into what amounts to a home video director's cut release. HBO weren't gonna pony up another $75m on the understanding that they'd make it back with subscriptions.
Do not expect miracles here.

Time is finite. Deadlines are real. HBO is not a bottomless money pit, they'll work with outtakes and limited new CGI, probably some small studio which is basically college kids with AfterEffects.
