When you accidently kill someone, and nothing bad happens to you, you get over it. If you get rewarded for it, you might do it again. Same with lying or anything else. People will do what is best for themselves based on previous experience, and people are ill prepared for the world at large.
So one of the reasons some people will riot, is to get attention. Especially when they don't have any stake in the area in question. A lot of these neighborhoods are being gentrified, meaning through legal means people are being forced from their homes. This is a poverty problem. The other big driver is fear. When you believe someone is coming to kill you, you will try anything to get away. You can't run away if this is happening everywhere you go. So then you ask for help, but no one seems to help. Then you freak out. That's what riots are, people freaking out.
There are people who like to take advantage and steal. This is also a poverty problem.
