What people refer to as "talent" isn't something they're born with, it's a set of synaptic connections made through being exposed to certain thing from a very young age and fostering that development throughout childhood. You never talk about one baby being more talented than the other because babies are stupid, but by the time they're four or five you can already see the differences in which child was better mentally stimulated. So while talent isn't really something you're born with, if your parents didn't help you develop those innate skills when you were a kid you're never going to be on the same level as people who did without practicing a shitload more as an adult.
Truly innately "talented" people like savants are insanely rare and usually have other weird traits because their brains are literally not developing correctly which makes them inhumanly incredible at one thing and often terrible at everything else.
