Katara's feelings towards Aang change throughout the series, it's true. At the start he is merely a vessel to escape her boring life and see the world. She quickly becomes friends though, that goes without saying. Upon learning he's the Avatar, he then instills her with that Kataraesque of emotions, hope. She helps console Aang going batshit at the loss of the air nomads. She becomes annoyed at the girls from Kioshi Island taking Aang's time and attention away - but she still supports him, showing that her care for him is deeper than vanity, utility, or attention.
Karata meets Jet, and is pretty much the moment her hormones click on. Her first crush ends in disaster.
Aang opens up to her in the Storm, an important emotional connection.
The Fortuneteller, fair, a bit shoehorned, but underlines an important character trait of Katara; she indeed longs for a future romantic partner and it wasn't until Sokka makes his comment that Katara realizes her feelings for Aang are more than familial.
Cave of the two Lovers is a solid insight into Katara's feelings. She has developed a physical interest in Aang.
The Desert, Katara alone comforts Aang out of the Avatar state. Not a motherly love, but a deep romantic love - she was clearly willing to put herself in harms way to save Aang's soul.
Lake Laogai, Katara confronts her shame that she never really had closure with Jet, having matured, she finally lets that crush go.
She saves Aang's life at Crossroads of Destiny,and her relief that Aang lives is clearly more than friendship. She almost lost someone she loves.
The Headband - they basically fuck on screen.
Ember Island players - Katara essentially says she can't consider a full romantic relationship with everything else hanging over their heads.
Sozin't Comet - Everything resolves, they play tonsil hockey.
