One of the things that makes Dredd as a comic feel so alive is that people live and die, characters have entire careers and fall in the line of duty, and life goes on for the rest. And Hershey is the ur-example of someone we as readers got to see from an overemotional space cadet to Chief Judge and ultimately to her death.
As a flagship character, Dredd himself (and Anderson while we're at it) will probably never die, no matter how much they tease it or how many replacements they build up, and that sucks a fair bit. But it's possible to mitigate that annoyance and keep the weight of Dredd's real-time progression by surrounding him with characters who do have a more tangible and human lifespan. If Rebellion want their cash cow alive, fine, but once you extend that to other characters, you risk losing something very important and unique to the series.
