O'Neil was the guy who wrote a lot of important Batman stuff in the 70's, including The Joker's Five Way Revenge that the Animated Series lifted the shark part from for the Laughing Fish episode. Hell, even Doug might've wanted to know that because he liked the cartoon a lot.
On top of that like that syfy article pointed out, O'Neil was editing the entire Bat-line at the time which was part of why he couldn't devote his attention to the adaptation.
But at least Jerry Ordway got a mention.
I didn't watch the other reviews he did of the other Bat-movie adaptations so I don't know what else he said there, though.
