What you need to do is identify bigger accounts that have mutual followers, or mutual follower types, and tag them in your images when it's relevant to do so. Doesn't have to be other artists - can be celebrities or influencers or even corporate mascots, whatever - just somewhere that you're going to have something in common. Get noticed. It's kind of like sending out spam emails - eventually someone will notice, but there's also that balance of not becoming a pest and getting your account suspended.
It's hard. Ultimately you're not just competing with the other artists, you're competing with every account on the platform tjat actually posts anything. That's a huge numbers problem, and there's no easy way around it, but it's the same with any lottery - no ticket, no jackpot. The question is how long you want to play.
