If I remember correctly, he refused them due to wanting to be a man and prove he was man enough to push on without it, but then Peggy started lacing his meals with the test and steroid stuff and it caused him to develop muscle, and acne, as well as make him hornier, more energetic, and aggressive. One of the characters joked about him hitting a second puberty, which was compared to Joseph, who was actually hitting his stride through puberty.
This is like comparing Redcorn in a fight against Bill back when he was the Bill Dozer. Modern day Bill can take a hit, but has little will and patience. Bill Dozer was jacked as fuck, mad as hell, and was scouted by the Army for his physical prowess.
Do not compare puberty powered Hank or Bill to who they are now, because by that logic, Redcorn would also be at his puberty powered max, which as far as I remember, was never really shown (earliest age we saw was from his bouncer days, which was post puberty).
