Garnet taught her other Gems were just as capable of changing, of desiring to just be rid of the caste and rank system as herself. She then wanted Earth to be a place where any Gem that was inferior, like herself to the other Diamonds, or just didn’t want to be in charge or ordered around to be able to find refuge.
She succeeded at her original goal. Only because she understood the other Diamonds as well as they understood her did she fail at the second goal, but that inability for them to communicate with her is why any of it happened at all.
Ultimately, she did save Earth and create a place for herself. She also managed to save Garnet and acted as the figure towards Amethyst that she wished the other Diamonds had been to herself.
Steven fixed her problems. But technically without her actions all life on Earth would have been extinguished, and Gems would have continued across the universe until they ran out of planets to colonize, then probably towed asteroids into goldilocks zones to create planetoids to colonize before reaching true stagnation, destroying any unruly, deformed, or accidentally heretical Gems constantly throughout (remember that Sapphire and Ruby Fused by mistake).
Technically she’s the first hero of the universe. Just not that great of one otherwise.
