If there's anyone in the wrong, it's Helga for not being 100% transparent in showing the project to her dad (remember, Bob asked to see it but she made up a lie that "Arnold" won't show it until it's ready), but she straight up said that all they were going to do was make a big sign, which is fair since even going into the project, the kids got positive feedback on the float's design to begin with, which is what prompted them to go through with it. The kids had a great concept and project, and Bob gets to attach his name to it to rake in some money. That's completely fair, and the end of the episode showed this with him manning up to admitting to only being a sponsor.
