You can have an antagonist be the opposite of the protagonist in every way (Jerry vs. Rick) but if they aren't both strong and formidable in their own way it leads to such a severe imbalance of power that any tension or conflict is deflated. Rick could beat Jerry while doing nothing. Although it works as a strawman for how being a boring normalfag is bad there's no thing for Jerry to do but repeat the same lesson over and over. Trying to give him development doesn't work either since he's written to be the weak foil to a demigod.
Compare this to The Warden and Jared. Same power imbalance, same lack of respect, but Jared is a genuine underdog because he works hard, is nice to his friends and can either be the buddy of The Warden or the opponent so his presence is always interesting.
Jerry would work better as the oddball, like when he was the bush wizard in Bushworld Adventures. If he's a jobless loser then showing up random places and doing a variety of roles would be funny.
