Yes and no.
His desire for normalcy is pathetic. That ship sailed a long time ago beginning with his birth but falling off the fucking map when he used his position of influence to make sweeping changes to the government of a galaxy-spanning race of immortals. The sheer audacity required do this shit belongs to a political savant or an idiot child, guess which one Steven is/SU is written for.

There were Gems destroying worlds for the thrill of it because he just went "yeah do whatever you want, no conflicts ever started from colonies going independent". He is a hypocrite that won't follow his own advice and avoided taking responsibility for his planet-impacting decisions. Whether he stays or goes, he never stops being a brainless monster.

Sometimes you need a change of scenery for an actual change in perspective. Given how Steven's done more than most humans will have done in their entire life before he even turned 18 I'd say this is for the best. And like Garnet said, the gems will always be there for him when he wants to come back
