And Catwoman isn't a part of anything, Her only relationship with the Bat-Family is through Batman. She hardly have anything going on with the rest of them. The problem again is the fact that for an old character she's extremely underdeveloped.
Take Talia al Ghul. In comparison Talia has the conflict with her domineering father, the background of the League of Assassins, extended relationship with several iconic characters like Shiva, Deathstroke, and Bane, and even recent additions as Silencer. See that i'm purposely ignoring Batman and Damian here.
Same with Harley Quinn. Even before the recent push she had the conflict with Joker, her friendship with Poison Ivy, her background very well-defined, and now with the recent push she has a setting all for her own with dozens of colorful characters.
Even fucking Vicki Vale back in the day had more going for her, like the supporting characters from the Gotham Gazette, her detective duo with Alfred's daughter Lucy Pennyworth, and her conflicts with Gotham's mobsters. And look that Catwoman was often showing up back then, but even then all she had was the Batman thing and nothing else.
Catwoman is already a character that has very little going. Only truthfully Holly, and more rarely her sister, and even more rarely still Slam Bradley, all things that Brubaker tried hard to develop but that no one other Joelle tried to do anything with. Because DC doesn't know what to do with her; What are her antagonists? Black Mask and Hush, and only because that's the only villains writers cared to give lend way back when? DC simple have no idea what to do with her and instead keep using the Batman romance as a crutch, to the point where they are entirely reliant on it when it comes to her. And the marriage would only make it worse. She'd become a background character.
