Those who weren't at the temples at the time were able to escape the initial genocide, though many of them were later lured out by the Fire Nation, who took relics from the temples and created small structures in the mountains and used spies to spread rumors throughout the Earth Kingdom about Air Nomad safe houses.
Based on how after Harmonic Convergence, a select number of Earth Kingdom citizens suddenly got airbending, I think it's entirely likely that some Air Nomads successfully evaded the Fire Nation and had families.
