The consensus seems to be "too little action".

I still enjoyed it, though. Would've watched the shit out of the planned sequel with Tommy and Lord Zedd.

bad writing, bland designs, the movie was 50% training montage, the actual action was bad, embarrassing product placement. It didn't resemble the American or Japanese source material so it came across like it was ashamed of it.
